Atlantis has fleets but I'm not using them in any of the output right now, so for simplicity I think I will leave out simulated fleet designations. We can add them later if needed.

p.s. these simulated datasets and functions that create and document them are a first draft; I already see some comments that need fixing in the create_ scripts and the documentation can be expanded with more detail. please note any changes we want and I'll edit all at once.

just realized I never added mean weight at age for simulated fishery and surveys. I need this for the MSCAA model so will do asap. I think we will also want this for the real data (once the ages are in), sorry I missed this.
