Clam survey has new strata defined. The current function get_survdat_clam_data has hard coded strata-region mapping and hard coded length-meat coefficients. This does not allow a user to assign town to alternative strata definition.

Added a argument to allow the bypassing of assigning old shellfish regions and performing dated length-to meat conversions.
This argument assignRegionWeights = F will allow the user to just pull the clam data and then assign any length-meat conversion factors to any strata definitions. assignRegionWeights = T (the default) will allow the function to operate as it always has
