back out med_io_mod to previous version #25

Description of changes

Reverts med_io_mod.F90 to previous version, removing features which were intended to enhance performance.

Specific notes

Issue #24

Note: I created this branch directly from ESCOMP/master. It will appear in the normal PR "files changed" as having 39 files changed. However, a "2 dot" difference (in the browser bar change the "..." to "..") compare will show as a single file actually being different. I'm hoping that doing the update to emc/develop this way will resolve the "commits behind" that appears in our fork even when we are up-to-date with escomp/master.
