Jun--I could merge this with my pending CMEPS update for the nstod fix?

I ran into another error using the RT-dependency feature which Minsuk is fixing now so I still do not have baselines built for the CMEPS PR #3

Sure, that's good, there is no impact on current esmf 8.0.0 used in s2s.
