Update WCOSS2 support #124

This declares the HOMEMETplus variable for WCOSS2 to support global-workflow runs of the package. It also updates the CCPA path for production data.

Resolves #123

This worked for the first cycle g2o1 job. I will let the pcp1 job run on the next cycle to verify everything is ready.

@malloryprow Alright, I think it looks good. Feel free to take a look at the logs here: /lfs/h2/emc/ptmp/david.huber/com/160_2023/logs/2023050800 and the .stat files here: /lfs/h2/emc/nems/noscrub/david.huber/archive/metplus_data/by_VSDB under the experiment name 160_2023.
