CAPE and ceiling added to grid2obs_step1
After speaking with EMC colleague, GUST and HPBL added to grid2obs_step1.
Added new variables to grid2obs_step2 and webpage template, and engineered new way for set up of step 2 plotting

Ran successfully in v16rt2 global workflow
There is a need to add ceiling and CAPE into the GFS grid-to-observations verification.
Ceiling is not currently outputted in the operational GFS, but it will be added to the output for the real-time parallel and retrospectives for GFS version 16.
CAPE may be able to be done, but it will have to be a temporary workaround because the CAPE derivation is in MET version 9.0, but EMC_verif-global does not currently support that version.
