Port to Orion #3

Allow support for running code on Jet for support in the Global Workflow.

Work being done in feature_port2orion

The grid-to-grid step 1 verification can run standalone on Orion.

Problem is that rstprod data cannot be on Orion, which effects the grid-to-observations verification because that uses the operational GDAS and NAM prepbufr files that contain restricted data.

All other components of EMC_verif-global can run standalone on Orion.

Tag created verif_global_v1.7.0.

Issue remains open so once group accounts on Orion exist the FIX files paths will be updated and a new tag created.
