Add sleep command in build_webpage.py #43

Sometimes after when making a new directory on RZDM the scp command for sending webpage.tar to the new directory fails because it says the directory does not exist on RZDM even though it was just made. Hopefully adding a brief "sleep" statement will help avoid this issues.
