Date formats not displaying correctly on S4 #84

For any time related plots on S4, the year in the date ticks are not displaying correctly. Plots from @DavidHuber-NOAA image image

Could possibly be related to epoch date change (https://github.com/pandas-dev/pandas/issues/35350)
