Related to https://github.com/NOAA-EMC/global-workflow/issues/437...to remove gfsmetp dependency on gfsarch for previous cycle. Additionally removing verification lag.

Add to run_verif_global_in_global_workflow.sh to create a temporary directory of all needed and available files for verification. This combines ARCDIR and ROTDIR files.
