global_ens: Add restart for global_ens atmos and wave #532

NCO made Bugzilla 1547 for components that were given waivers for restart capabilities in v1.0. This includes restart for global_ens atmos and wave jobs. And jobs that run longer than 15 minutes must have restart capabilities, and is required for EVS v2.0.

https://github.com/NOAA-EMC/EVS/pull/591 breaks apart precip spatial map jobs so the now two jobs are under 15 min.

Please note that all wave jobs (prep, stats, and plots) are under 15 min, so restart is not needed.
