Add gfs obs for the low-res wcda g-w test #1095

Similar to what was done for our current obs "data base", we need to create the same thing for the sample obs that are saved in "glopara".

The same cycle date/time for gfs is now in /scratch1/NCEPDEV/da/common/for_glopara
