Updates GDASApp to fully build and run on WCOSS2

JEDI ATM CI testing on WCOSS2 identified some aspects of GDASApp which need updates. Theses updates include

• add prod_util to GDAS wccoss module
• fixes so that all GDASApp ctests run and pass

Other items will likely be found as JEDI ATM CI and GFS v17 JEDI testing on WCOSS2 progress.
