Marine DA input and output should not use 0 as fillvalue #1179

Not sure how I'll do this yet but this is currently a blocking issue for the output of the products. This, parm/config/gfs/config.ufs#L433 needs to go.

Looks like the issue fixed itself ... I just tested with a fillvaue set to -1e34 and both the 5deg and 1/4 deg ran fine.
