Merge develop into ops to create gefs.v12.3.6_nco tag #127

Merge develop branch into ops to create tag: gefs.v12.3.6_nco tag since NCO implemented develop branch for gefs.v12.3.6 1) Remove the "GO TO" Statement in gefs_ensstat program to resolve the BugZilla issue: #337: PR: #106 2) Remove WCOSS1 related settings and scripts: PR: #97 3) Convert module files on WCOSS2 and Hera to Lua format: PR: #99

@WalterKolczynski-NOAA I discard the previous PR because I used the wrong branch. Please review this PR. I will create tag: gefs.v12.3.6_nco for the implemented gefs.v12.3.6
