Update global workflow tag for GSL-prep-chem changes #138

This PR primarily serves to update the global workflow tag in sorc/checkout.sh to reflect changes in GSL-prep-chem. More information on these changes can be found in this GSL-prep-chem PR and issue. Furthermore, gefs_ver has been updated to v12.3.9 in versions/run.ver. MAIL_LIST has also been updated in versions/run.ver. After this PR is merged to GEFS/develop, the goal is to merge GEFS/develop to GEFS/ops, then create a tag to deliver for a production upgrade.
