The following changes have been made by NCO and need to be synced to the repo for GEFSv12.3.9.
ecf/init/atmos/jgefs_atmos_init_recenter.ecf
MAILTO
MAIL_LIST
versions/run.ver
After these changes are merged to ops, a tag called "gefs.v12.3.9-nco" should be created.
