port develop branch to WCOSS2 #49

Merge tag: gefs.v12.2.0-1 into develop branch

Will port global_enspqpf.fd to WCOSS2

Change the original develop branch to use the current ops branch, because some of the added functions in the original develop branch may not be allowed to merge in ops branch, so I will work on extracting the needed function in the original develop branch to the new branch, such as ensstat restart function.
