The PR is to synchronize NCO's changes for GEFSv12.2.0 on WCOSS2

Is the gefs tag to be checked out, v12.2.0-1, still valid? Don't we have *-2 or even higher?

For the GEFS tag, higher is OK. When the GEFS is on production and everything fixes, I will create a new tag: NCO-xxxx. The current tag is just for the record which I number it in order.
