Port to S4 #21

GLDAS should be ported to SSEC's S4 cluster to enable UFS and DA research efforts on that system.

I've finished running a test on S4 that includes a few runs of gdasgldas, which all appear to have completed correctly. I've pushed the logs and one set (cycle 2020080900) of the GLDAS-generated files to Orion. Would someone be able to verify the logs and the outputs?

Logs: /work/noaa/nesdis-rdo2/dhuber/s4_logs/test_dev Output: /work/noaa/nesdis-rdo2/dhuber/gldas_data (on S4, these data are located in /scratch/users/dhuber/comrot/test_dev/gdas.20200809/00/atmos/RESTART)

This run was completed at 192/96 resolution. S4 is also capable of running at 384/192, but not 768/384, if you require that resolution for validation.
