Remove GLDAS scripts that were absorbed into global-workflow #41

The following scripts were absorbed into global-workflow (Issue https://github.com/NOAA-EMC/global-workflow/issues/1014, PR https://github.com/NOAA-EMC/global-workflow/pull/1018) @ https://github.com/NOAA-EMC/global-workflow/commit/a665817e64cff25836fe283c10105830b3842ed3 and should now be removed from the GLDAS repo:

jobs/JGDAS_ATMOS_GLDAS
scripts/exgdas_atmos_gldas.sh
ush/gldas_forcing.sh
ush/gldas_get_data.sh
ush/gldas_liscrd.sh
ush/gldas_process_data.sh

Resolves #40
