Update the RadMon website generation scripts #54

Update the RadMon website generation scripts to make use of the common GSI-monitor/ush scripts. Remove regional options and associated files.

Unrelated, modify the find_last_cycle.sh script to follow links, and bump the default gfs version in get_stats_path.sh to v16.3.

Thanks for the review. And thanks too for spotting the WEB_USER use in src/Ozone_Monitor/OznMon_install.pl. Actually OznMon_install.pl should probably be removed. I thought I had done that when I updated the OznMon to use the shared resources in GSI-monitor/srcand GSI-monitor/parm but clearly that didn't happen. I'll open an issue for that so I don't overlook it again.
