Merge in changes from gfsda.v16.3.5 #67

In the latest operational version of the GSI, tag gfsda.v16.3.5, the DA monitors are still included in the GSI repository. This PR merges those changes in gfsda.v16.3.5 which fix NCO bugzilla requests.

Additionally it was determined that the RadMon and OznMon base (meaning baseline or historic values) files in GSI-monitor were out of date, as were those scripts which generate the base files. Updates to both are included in this PR.

Testing was done using the global-workflow, checking out https://github.com/EdwardSafford-NOAA/GSI-Monitor.git at "5d2ae44", and running the vrfy job step. This confirmed the changes to the RadMon executables runs without error. A test on the extracted data, using the RadMon plot scripts confirmed the extracted data is sound.
