RadMon data file issue #160

Several problems have cropped up with users' parallels.

  1. TANKDIR structure from some parallels is not getting recognized by the html install and plotting scripts.
  2. RadMon_CP_glb.sh script needs to be updated to add the --dataf command line argument.
  3. Several supporting png files are missing. Perhaps they were dropped during the svn to git/github? This is a minor problem.

Changes have been tested by both Haixia and me on hera, and by me on wcoss-d. Plotting is working correctly, including static image generation. I'll let the modified copy script run overnight and if it runs without error then I'll issue the PR tomorrow morning.
