Port RadMon to Hera #3

This is a re-issue of Redmine ticket #76267 ( https://vlab.ncep.noaa.gov/redmine/issues/76267 ).

Original ticket description: I thought the conversion from theia to hera had been done long ago but it's not in ProdGSI/master. Perhaps I'm confusing that with the conversion to slurm job controls. Either way, the task is to port the RadMon to theia, making the appropriate /scratchX and module changes.

Changes have been retested on wcoss_d and hera. The radmonverf* extraction files were cleaned up to remove the sendmsg calls, and the driver script for wcoss phase 1 was removed.
