Place PlanetiQ gpsro data in monitor mode #794

The PlanetiQ gpsro data in DO-4 has added noise. Given this place the data in monitor mode until it can be more fully vetted. This is done by changing the use flag to -1 for gps 267 in global_convinfo.txt.

This issue is opened to document this change.

Work for this issue will be done in release/gfsda.v16

gerrit:fix branch DA_GFSv16.3.19_global_only has been updated to

  1. be consistent with /lfs/h1/ops/prod/packages/gfs.v16.3.18/fix/fix_gsi. Done at b2b0440
  2. place PlanetiQ data in monitor mode. Done at 8e460cf

Bring the update fix into release/gfsda.v16 at 7aabf37b5

As documented in g-w issue #2951, gfs.v16.3.19 was implemented 20240930 12Z gfs.
