Sync hafs forecast with the latest develop branch of ufs_weather_model #34

The hafs related developments have been merged into the develop branch of ufs_weather model. Will update the HAFS workflow to use the support/HAFS branch after syncing with the latest develop branch of ufs_weather model.

The updates to sync hafs forecast, post and utils with their latest develop branches have been committed in the develop branch (commit: 2795384a). Closing the issue.
