Switch to use CCPP for HAFS

Currently, the following related changes for HAFS CCPP transition (Qingfu, Chunxi, Bin and Weiguo):

CCPP connection for HAFS/HWRF version of GFS EDMF PBL scheme
With the REPRO=Y build option (low optimization options), the CCPP version can reproduce results from the IPD version
The build system is set to build with static CCPP (REPRO=N)
Script changes to run HAFS with CCPP build executable have been made and committed to the feature/hafs_ccpp branch in the hafs-community fork.
