Enable using Cmake to build HAFS specific subcomponents.

The major HAFS subcomponents (utils, forecast, post, gsi) have already supported Cmake. Need to enable using Cmake to some HAFS specific subcomponents (hafs_tools.fd, hafs_vortextracker.fd, hafs_hycom_utils.fd, etc.)
