Use hpc-stack version of modules/libraries on various supported platforms #67

Some of the HAFS subcomponents (e.g., hafs_utils.fd, hafs_forecast.fd, hafs_post.fd) have already switched to use hpc-stack version of modules/libraries. Need to do the same for the HAFS specific components (hafs_tools.fd, hafs_vortextracker.fd, hafs_hycom_utils.fd).
