change drivers script shell to Bourne shell (sh)

@BantwaleEnyew-NOAA, I will take care of the PR creation, once you commit your changes into the feature/hafs_ensda_sh branch. And the feature/hafs_ensda_sh branch should be merged into the feature/hafs_ensda branch. Thanks!
