Creating a new HDAS test case using Hurricane 2024 Beryl02L background to allow more new types of observations. This new test case will contain a single observation experiment, and multi-observation experiment. The latter will be served ad the HDASApp benchmark case.

After adjust the BUMP NICAS vertical localization scale to 0.01. The increment of single obs sounding temperature data look close to GSI analysis.
