Need to rerun GDAS for ~1 week starting Aug 1 2021 00z.

Hourly output from model initialized from IAU RESTARTs
Run GSI in operational configuration for GFSv16
Run ioda-converters on GSI output diagnostic files

To do list:

[x] Grab operational files from HPSS and stage on Orion
[x] Rerun forecasts with hourly output in FMS RESTART format
[x] Rerun GSI observer for each cycle using hourly output
[x] Run ioda-converters on GSI ncdiags and satbias files
[x] Populate R2D2 database with satbias, obs, and backgrounds

GSI will be using this branch: https://github.com/CoryMartin-NOAA/GSI/tree/ufoeval_aug2021_l127_fgat which is a combination of GSI tag gfsda.v16.2.0.1 and an IR bugfix from @ADCollard

The model has been re-run with turning OFF lossy netCDF compression in the history files. (nbits=0). Next, GSI will have to be re-run, however it is up for discussion on how many times. For example:

3D H(x) only?
4D H(x) only?
3D H(x) with modified prsi coming from delp (to compare vs prsi coming from pressfc and ak bk values)
