Revisit AMSU-A filters that were implemented based on gfs.v15 and update them based on gfs.v16 (current operational)

[x] check out the latest ufo-bundle
[ ] get obs and geoval files from Cory
[ ] add AMSU-A flow chart here
[ ] verify AMSU-A filters with results from GSI

Please try this first pass at creating obs and geovals on Orion: /work2/noaa/da/cmartin/UFO_eval/data/gsi_geovals_l127/nofgat_aug2021/20220804 has both geovals/ and obs/.

This should work for all radiances but other obs types in this path should not be trusted. Please let me know if they are wrong/don't work.
