CrIS Obs Validation #43

Need to validate observations from CrIS and evaluate QC procedures in the CrIS YAML file, as a CrIS YAML file already exists in the GDASApp.

This issue will be used to track progress on validation of radiances in UFO for GDAS in four stages:

[x] HofX computation using GSI produced GeoVaLs
[x] QC count checks (and YAML changes) using GSI produced GeoVaLs
[x] Obs errors using GSI produced GeoVaLs
[ ] HofX computation in FV3-JEDI

Generally good agreement with GSI for CrIS given the caveats on passive data documented in #46.

The window counts are out by four, indicating a slight difference in cloud detection, but I think this is acceptable and can be explained by round-off error. Observation Error differences are very small.
