@GeorgeGayno-NOAA & @arunchawla-NOAA asked me to update our team contact info to make clear to users who to get help from and how. This PR adds a README blurb asking users to make inquiries through GitHub issues, but also adds email addresses in hyperlinks. If this looks alright, then I'll do the same for the other libraries, and add a similar blurb to NCEPLIBS.
