doxygen changes for moda_bitmaps.F, moda_bufrmg.F, moda_bufrsr.F #259

Please update the doxygen in moda_bitmaps.F, moda_bufrmg.F, moda_bufrsr.F.

Part of #246.

Yep, working on this today, got bogged down with C5 and spack last week.

Can this be closed?

I think this was merged and I see these are now documented, but apparently the issue number was not mentioned as "Fixed" in the PR...

I can close this unless you want to wait for the remaining details ("???") to be populated.

Oh I see. You can close them as soon as they are not generating any more doygen warnings.

We'll go back and find every instance of ??? as a separate step after we get doxygen warnings cleared.
