This is still a draft b/c it needs an update to test/CMakeLists.txt to run the new intest10.F90 code, which in turn also needs two new testfiles/IN_10_infile[12] files to get added to the bufr-11.6.0.tgz archive on emcrzdm.

Given that we're in a group test sprint this week, I figured there would be more testfiles that need to get added to the emcrzdm archive at the end of the week anyway, so I'll just wait to add them all at the same time when I do all of the weekly merges, and that way I can just update all of the key numbers in all of the .yml files once per week rather than multiple times per week.

BTW I didn't intend that we would wait until the end of the week to merge tests, just that we would get together and catch up on any open PRs at the end of the week. I intend to submit daily PRs, and would like to see them reviewed and merged as the week progresses. I suggest you do the same, even if you have to update the data files multiple times.
