What needs to be done:

• increment number in VERSION file
• update release notes, in both GitHub and in ReleaseNotes.md
• generate docs and update gh-pages branch with the new html, after first moving the existing html to previous_versions/v11.7.1

I've run into a snag trying to deploy the updated web pages. I've updated the gh-pages branch, but I'm getting a timeout error on the deploy step - see https://github.com/NOAA-EMC/NCEPLIBS-bufr/actions/runs/5215187389/jobs/9412853699

I've already tried re-running the deploy step once, and I don't understand why it keeps timing out. Everything looks OK in Settings->Pages on the NCEPLIBS-bufr site in GitHub, but if you go to the https://noaa-emc.github.io/NCEPLIBS-bufr/ website it's still pointing to the previous 11.7.1 version, not the new 12.0.0 vresion.

This is probably an issue on GitHub's end. It looks like others have run into the same issue, including recently, so I would just try again later...
