I think the MacOS CI is failing related to https://numpy.org/doc/stable/reference/distutils_status_migration.html. I'll try to figure out the best route, possibly setuptools.

In a nutshell:

numpy.distutils has been removed as of Python 3.12 and isn't coming back (https://numpy.org/doc/stable/reference/distutils_status_migration.html)
setuptools doesn't support building with f2py (can't build the '.pyf' file; https://numpy.org/devdocs/f2py/buildtools/index.html)
It looks like we'll need to use f2py directly through some other system, namely, cmake (probably the way to go), meson, or scikit-build (https://numpy.org/devdocs/f2py/buildtools/cmake.html)
