Move version-specific documentation from Wiki into codebase #24

This PR moves version-specific documentation from the Wiki into the top-level README.md and doc/README_*.txt for (system-specific installation notes). To see how the new README.md looks like, navigate to https://github.com/climbfuji/NCEPLIBS-external-1/tree/move_documentation_from_wiki.

When this PR gets merged, @ceceliadid will update the wiki.

All, I would like to merge this as soon as possible to create new tags, allow Cecelia to update the documentation, roll it out on Cheyenne for testing before the machine goes down ... thanks!

Thanks @climbfuji only thing I see is that under multiple doc/ READMEs under the Install NCEPLIBS section you are still referring to the nceplibs top-level README, which doesn't exist - see for example doc/README_redhat_gnu.txt lines 66/67. Should be a way to fix this without needing to create that additional README.
