Update documentation in README.md and doc/*.txt #42

Update README.md (check out tag) and doc/README_*.txt to address https://github.com/ufs-community/ufs-mrweather-app/issues/140.

Fix Travis CI for macOS (do not attempt to install git, since it now is installed automatically by homebrew).

Can we remove the warning statement at the top of readme.md ?
