point to ESMF on GitHub #56

NCEPLIBS-external is now pointing to ESMF on SourceForge. Since then, ESMF has moved to GitHub and the SourceForge repo is only maintained in read-only mode. NCEPLIBS-external should be updated to point to appropriate tags of ESMF on GitHub. https://github.com/esmf-org/esmf
