Make wgrib2 a submodule #58

This PR turns wgrib2 into a submodule so that

we are always pointing to a tested hash (as opposed to always get the head of the branch)
the code can be downloaded elsewhere and copied to systems w/o access to GitHub
we match what is done for all the other libraries (they are all submodules)

Tested to work locally - just need to wait for the GitHub action tests to complete, too.
