As the title says. Documentation changes only. After merging this PR, I will

create branch release/public-v1
strip out doc/README_*.txt for unsupported platforms for release/public-v1
recreate tag ufs-v1.1.0 from release/public-v1
create an issue to update the documentation in "develop" so that it works with the NCEPLIBS "develop" branch
