release/public-v2: remove wgrib2 (now in NCEPLIBS)

Description

PR https://github.com/NOAA-EMC/NCEPLIBS/pull/115 forwards NCEPLIBS release/public-v2 to tag v1.2.0, which includes a working version of NCEPLIBS-wgrib2. It is thus no longer required to build wgrib2 as part of NCEPLIBS-external.

Further changes:

add option to deploy tcl/tk modulefiles for components PNG, netCDF, ESMF if requested to build
update all doc/README_???.txt files for jet.intel, hera.intel, hera.gnu

Still todo (next PR):

update all remaining doc/README_*.txt files with the instructions for the SRW App release 1.0

Testing

NCEPLIBS-external and NCEPLIBS installed on jet.intel, hera.intel, hera.gnu; compiled model using build.sh and compile_cmake.sh on all three platforms

Still todo (next PR):

NCEPLIBS-external and NCEPLIBS as in https://github.com/NOAA-EMC/NCEPLIBS/pull/115 will be installed on all platforms according to the (updated) documentation in doc/README_*.txt, and the ufs-weather-model will be run manually (tier-2 and tier-3 systems) or via regression tests (tier-1 systems) using these libraries
