Add readme for WCOSS-Cray

I've installed the libraries at module use /usrx/local/nceplibs/NCEPLIBS/NCEPLIBS-ufs-v2.0.0/intel-19.0.5.281/impi-2019/modules

Should that be reflected in the documentation somewhere?

It's done. I replaced old path with Kyle's new path. Model compiled both ways, with and w/o preinstalled libraries.
