More tests with FTP test files #385

Part of #371 Fixes #386

Adding more tests based on the test data files available on the NOAA FTP site.

In this PR I commit a bunch of reference files that will be used in testing based on the FTP files.

OK, more work will occur on these tests, but this is a good point to commit them and get them into use...
