Added new parameters to params_grib2_tbl_new.text and params_grib2_tbl_new after v33.0 update to the WMO GRIB2 documentation.

Do we need a new release after these changes?

No implementations are counting on these products to my knowledge, so I think they can just be a part of your next scheduled release.
