Port to Intel LLVM based compilers #32

Add the Intel LLVM based compilers as valid targets. Note that the LLVM based compilers are very different than the Classic compilers in their support for compiler options. See https://www.intel.com/content/www/us/en/developer/articles/guide/porting-guide-for-ifort-to-ifx.html for further details.

ip2 is now deprecated. All ip2 functionality is in ip. So there's no need for this to be merged.

Funny, I figured the 2 meant it was newer. At any rate, ip2 is included in hpc-stack and this will prevent a clean build unless they disable the build in stack/stack_*.yaml. I'll let them know.
